阿尔伯塔大学治理体系对地方应用型本科高校的启示

摘要
阿尔伯塔大学科学合理的治理体系保障了该校处于加拿大研究型大学靠前位置,有效契合了大学与政府之间的关系,形成了立法、行政、监督相互独立、互为支撑的衔接体系,在实践运行中呈现出依法治校、民主多元、重心下移、以人为本的现代大学管理特色。阿尔伯塔大学的治理体系对探索完善地方应用型本科高校的现代大学治理体系,争取扩大地方应用型高校办学自主权,推进落实地方应用型本科高校内部治理的责权下移,引导强化地方应用型本科高校治理体系的以人为本理念等具有借鉴价值。
With its scientific and reasonable governance system, the University of Alberta has been in a leading position among Canada's research universities, and it effectively bridges the university and the government and forms a cohesive system of legislation, administration, and supervision, which is mutually independent and supportive to each other. In practice, it features the characteristics of modern university management, including managing school by law, democratic pluralism, and putting people first. The governance system of the University of Alberta has implications for exploring and perfecting the modern university governance system of local applied undergraduate universities in China, which is striving to expand the autonomy of local applied undergraduate universities, lower the responsibility and power of internal governance of local applied undergraduate universities, and strengthen the people-oriented idea.
