摘要
北京市市属高校基础设施改造项目实行"定额管理",针对高校群体,通过实际案例分析,在招标前期的决策阶段、设计阶段和招投标阶段提出一些具体的实施对策。
The "quota management" is implemented in the infrastructure reform project of Beijing municipal colleges and universities.According to the group of colleges and universities, through the analysis of practical cases, some concrete implementation countermeasures are put forward in the decision-making stage, design stage and bidding stage in the early stage of bidding.
