台湾社区低碳更新量化测评体系解析及借鉴

摘要
我国台湾地区于2010年推动实施针对既有社区的低碳更新,探索形成了一套完善的社区低碳更新"诊断—规划—实施—评价"体系。量化测评是台湾社区低碳更新实践最重要的探索之一,主要包括社区现状碳排放测算、规划项目减碳效益模拟测算、项目实施评价三个阶段。基于台湾实践,本文深入解析了各个测评阶段的数据来源、指标建构、测评方法和测评流程等核心内容,并在最后对此量化测评体系的借鉴意义进行了讨论。
Taiwan has promoted the impementation of lowcarbon renewal for the existing communities, and has developed a complete system of community low-carbon renewal,which includes "diagnosis, planning, implementation and evaluation" The quantitative evaluation is one of the most important exploration. It includes three parts: calculating current carbon emissions, simuluating carbon reduction of planning project and evaluating project implementation. Based on the practice of Taiwan, this paper deeply analyzes the core contents of data sources, index construction, evaluation methods and evaluation processes, and finally discusses the reference of the quantitative evaluation system.
