摘要
轨道交通投资巨大,建设资金的顺利筹得是其能按计划建设运营的重要保证。各城市在轨道交通投融资领域均作了较多有益的探索。文章剖析轨道交通投融资平衡用地的产生机制,总结其它城市经验,并结合厦门市轨道交通投融资平衡用地规划编制实践,梳理了平衡用地规划历程和划定思路,剖析了该投融资方式存在的问题,并基此提出轨道投融资平衡用地规划的思考。
Because of the huge investment in rail transit construction,the financing is an important guarantee for its construction and operation as planned. Many cities have done lots of exploration and research in the fields. This article analyzes the generation mechanism of the land for rail construction investment and financing balance,summarizing the experiences of other cities,taking Xiamen practice as an example,combing the process and idea,parsing problems,than putting forward the author's thinking.
