摘要

省级农业科研院所是农业农村创新驱动和科技扶贫的主力军,其扶贫成效与模式选择和制度设计密切相关。通过分析其参与科技扶贫的动力机制,模式特点和存在问题,从扶贫项目的规划与管理、定点全产业链、信息技术供给、人员评价与激励等4个方面提出科技扶贫的对策建议。
        Provincial academies of agricultural sciences are the main force of agricultural and rural innovation drive and poverty alleviationby science and technology.Its effectiveness in poverty alleviation is closely related to mode selection and system design.Through the analysis of the dynamic mechanism,the pattern characteristics and the existing problems of its participation in the poverty alleviation of science and technology,the suggestions are put forward from three aspects,such as the industry chain,the supply of information technology,the personnel evaluation and the incentive.
