安徽省阜阳市强制免疫“先打后补”政策实施分析

摘要
为了解强制免疫"先打后补"政策实施效果,通过分析安徽省阜阳市重大动物疫病强制免疫"先打后补"的做法,发现存在政策推行畏难、养殖者对抗体水平监测重视不足、试点企业疫苗采购渠道不规范、补贴疫苗品类存在滞后性、政策规定不完善等问题。以此提议,要加强政策宣传,加大督导力度,及时调整政策执行的灵活性,提高规章制度的科学性和可操作性,建立长效疫苗财政补助机制。
In order to recognize the implementation effect of compulsory vaccination policy of "vaccination first,subsidy latter",the real practice in Fuyang City of Anhui Province was analyzed. Through the analysis,some problems were pointed out :policy executors showed afraid of difficulties,the farmers paid insufficient attention to monitoring antibody levels,purchasing channels of vaccines were not standard,quality of the subsidized vaccines was low,and the subsidy policy still need improving. On the basis of these problems,proposals were given,including enhancing policy publicity,strengthening supervision,improving the flexibility of policy implementation,enhancing the scientificity and availability of laws and regulations,as well as establishing a long mechanism of vaccine subsidy by government finance.
