摘要
针对我国港口船舶进出港能见度限制条件普遍偏高的现象,分析国内外学者关于能见度不良条件下安全航行问题、国内外部分港口现行的能见度限制条件和关于雾航管理的实践经验,基于黄骅港煤炭港区码头和航道的现状以及港口雾情特征,研究对煤炭港区放宽能见度限制条件的有利条件,结合船舶操纵模拟仿真试验,提出黄骅港煤炭港区应在现行的能见度不小于1 000 m限制条件下,进一步放宽能见度限制条件至不小于500 m;建立海事、港口和引航部门之间的协调机制、严格控制雾航技术条件和提升人员技能等。
        In China,most ships face high visibility restrictions while entering and leaving ports.To tackle this problem,analyses of domestic and foreign researches on safe navigation under poor visibility,the visibility restriction factors of some ports at home and abroad,as well as the practical experience of fog navigation management are made in this study.Based on the present situation of coal terminals and waterways in Huanghua Port and the characteristics of fog in ports,a research on the problems of safe navigation under poor visibility was made.In view of the favorable conditions for easing visibility restrictions in coal terminal areas,combined with Ship Maneuvering Simulation test,it is proposed that Huanghua coal terminal areas should further ease visibility restrictions to no less than 500 meters from the current visibility restrictions of no less than 1 000 meters.And establish cordination mechanism among martime,port and pilot department,strictly control fog navigation technical conditions and enhance personnel skills.
