我国地方政府信用评价机制及完善对策

摘要
作为"第一信用"的政府信用是社会信用体系的基石,也是社会主义市场经济良性发展的必然要求。当前,我国政府在发行各类债务过程中的信用问题不断浮现。在此背景下,地方政府信用评级制度正式推出,为市场测量和评价政府信用,倒逼政府信用水平提升提供了有力手段。要根据我国经济状况和政府信用政策的变化,实时改进地方政府信用评级方式,提高信用评级的准确性与客观性。
Considered as "the prime credit",government credit is playing a crucial part in the social credit system,meanwhile, is a requirement of sound development of the socialist market economy. Nowadays, governments' behaviors of breaching promises permeates in China and is continuing without end in issuing sorts of government debt. In this case, the local government credit rating system is officially released, which provides a powerful means to measure and evaluate govemments' credit level and furthermore coerce governments to improve their own credit levels. It is necessary to improve methods of government credit rating timely according to variation of economy situation and government credit policy in China, so as to increase accuracy and objectivity of government credit rating.
