合作与争端:中国与“一带一路”国家间贸易政策协调

摘要
依托比较优势理论和规模经济理论,中国与"一带一路"国家的贸易政策合作取得了较大成就,但仍面临不小挑战。如何有效、合理地解决国家间因贸易产生的争议已成为中国与各沿线国家共同面临的问题。本文聚焦中国与"一带一路"国家的贸易政策协调,对现阶段常见的贸易争端协调机制及其适用性展开了研究,并提出构建中国与"一带一路"国家贸易争端协调解决机制的政策建议。我们认为,可以充分利用实体性双多边合作协议推动"一带一路"国家争端解决机制的发展,并基于当前争端解决机制设计具有针对性的争端解决方式。另外,依附亚投行建立"一带一路"争端解决协调职能机构也是一个不错的选择。
Relying on the theory of comparative advantage and economies of scale, China has made great achievements in its trade policy cooperation with countries along the Belt and Road, while still facing many big challenges. How to effectively and rationally resolve disputes arising from trade among countries has become a common problem for China and other countries along the routes. This paper focuses on the coordination of trade policy between China and countries along the Belt and Road, studies the common trade dispute coordination mechanism mainly considering its applicability at the present stage, and puts forward policy proposals for building a coordinated solution mechanism for national trade dispute. We believe that: Firstly, China can promote the development of national trade dispute between China and countries along the Belt and Road by making full use of substantive bilateral or multilateral cooperation agreements. Secondly, based on the current trade dispute settlement mechanism, China should design targeted dispute settlement ways and adhere to the Asian investment bank to establish dispute settlement coordination functional organization of the Belt and Road that could be a good choice.
