大数据对公共政策问题构建的影响——基于拉斯韦尔的情报观

摘要
根据拉斯韦尔的情报观,情报就是引起决定者注意并与政策事务相关的信息,是公共政策问题构建的基础。大数据对公共政策问题构建的影响不仅体现在问题搜索、问题界定等方面,而且主要是通过情报的作用完成的。本文梳理了大数据的特征和大数据时代情报分析的特点,认为大数据在环境监视、信息传播和趋势预测三个层面能够优化公共政策问题的构建。
According to Lasswell's view of information,information is the information that attracts the attention of decision makers and is related to policy affairs,and is the basis for the construction of public policy issues.The impact of big data on the construction of public policy issues is not only reflected in the aspects of problem search and problem definition,but also mainly through the role of intelligence.This paper combs the characteristics of big data and the characteristics of information analysis in the era of big data,and considers that big data can optimize the construction of public policy issues in three levels: environmental monitoring,information dissemination and trend prediction.
