延安地区农村养老问题研究

摘要
随着人口老龄化加剧,延安地区农村养老问题凸显。尽管延安各级政府高度重视农村养老问题,采取了一系列措施帮助农村老人养老,但由于种种原因,目前还存在资金投入较少、部分基层政府政策执行不够、养老基础设施薄弱等现实困境。破解延安农村老人养老难题可实行居家型、体制型、产业型养老模式,以居家养老为主、互助养老为辅的家庭养老与社会养老相结合,推动农村养老事业的发展。
With the worsening aging of population, the problem of provision for the elderly in the area of Yan'an has become more and more evident. Although government at all levels in Yan'an has attached great importance to the rural provision for the elderly and taken a series of measures to help provide for the elderly in the rural areas, there have been some practical difficulties such as insufficient fund, ineffective implementation of government policies at basic levels and vulnerable infrastructure of provision for the elderly, etc. due to various reasons. To solve the problem of provision for the elderly in the rural areas of Yan'an, three modes can be proposed, including family provision for the elderly, institutional, and property provision for the elderly. Among them family provision for the elderly can be the priority followed by the mutual provision for the elderly, or the combination of family and social provision for the elderly so as to promote the development of the provision for the elderly in the rural areas.
