摘要
为了探究油气勘探开发项目复杂环境因素间相互影响反馈的关系,衡量项目环境管理能力的高低,通过分析油气勘探开发项目的环境特点,从政治、经济、社会、技术、自然5个方面,借鉴OPM3模型,建立起5个一级指标,17个二级指标的评价指标体系及5个等级的环境管理成熟度模型,并采用专家投票及网络层次分析法(ANP)确定评价指标值及各指标的权重,借助Super Decision软件对油气勘探开发项目的环境管理成熟度进行评估。研究结果表明:①各环境因素之间存在着相互影响的反馈关系,其中技术和自然环境管理能力对油气勘探开发项目的成功具有重要的作用;②项目实例的环境管理成熟处于规范级,要实现向精益级提升,还需加强环境的重视及管理,运用信息化、量化管理手段,提高项目的整体管理水平和成功率。
In order to explore the relationship fed back by the interaction between complex environment factors of oil& gas exploration and development project and measure the project environment management capacity, the environmental characteristics of oil & gas exploration and development project were analyzed. Then, the evaluation index system with 5 first-level indexes and 17 second-level indexes and the five-level environment management maturity model were established from five aspects(politics, economics, society, technology and nature), referring to OPM3 model.Besides, the evaluation index values and the weight of each index were determined by means of expert vote and analytic network process(ANP), and the environment management maturity of oil & gas exploration and development project was evaluated by virtue of the software Super Decision. And the following research results were obtained. First,there are interaction feedback relationships between environment factors, and technological and natural environment management capacity plays an important role in the success of oil & gas exploration and development project. Second, the environment management maturity of the case project is at the specification level, and to upgrade it to the lean level, it is necessary to strengthen environment concern and management and apply the informationized and quantitative management method to improve the overall management level and project success ratio of the project.
