防范政治风险:新中国70年来的历程、经验与启示

新中国成立70年来,中国共产党基于不同历史时期的发展实际,提出了各具特色的政治风险防范策略。新中国成立以来党防范政治风险的历史进程可以归纳为4个阶段,其基本经验如下:必须始终坚持和加强党的领导;必须树立对政治风险的科学视野和理性认知;必须坚持思想建设与制度规范的有机统一;必须依靠广大人民群众的支持和参与;必须高度重视干部政治素质的锤炼和提升。中国特色社会主义进入新时代以来,随着世情、国情和党情的深刻改变,党的政治风险又产生了许多新特性,以史为鉴,当前必须进一步形成有关政治风险的评估机制、预警机制、相关主体的责任落实机制、协同参与机制及外交层面的互利共赢机制,以推进新时代党的执政根基和政治领导力实现进一步巩固和提升。
Since the founding of People's Republic of China 70 years ago, the Communist Party of China has put forward various strategies in accordance with the development in different historical periods to guard against political risks, providing a guarantee for consolidating governance and promoting development. The CPC's prevention of political risks since the founding of the People's Republic of China can be summarized into four stages. Its basic experience is as follows: we must always uphold and strengthen the CPC's leadership; we must establish a scientific vision and rational cognition of political risks; we must insist on the unity of ideological construction and institutional norms; we must rely on the support and participation of the people; we must attach great importance to cultivation and improvement of the political quality of cadres. Since the beginning of a new era of socialism with Chinese characteristics, with the profound changes in the international and domestic environment and within the CPC, the CPC's political risks have many new features. Learning from history, currently we need to go further to form an evaluation mechanism, an early warning mechanism, a responsibility implementation mechanism, a collaborative participation mechanism and a mutually beneficial win-win mechanism in diplomatic terms, so as to further consolidate and enhance the ruling foundation and political leadership of the CPC in the new era.
