研究型大学校院二级科研管理的探索

摘要
科研创新能力是衡量学校发展的重要标志,研究型大学担负着培养国家创新人才和产出科研创新成果的职责和使命。大多数研究型大学已实现校院二级科研管理,深化校院二级管理体制机制改革,理清校院科研管理职责,推动科研管理工作重心下移,建立一支高效精细化的学院基层科研管理队伍是提高研究型大学科研管理水平的有效途径。
The ability of research and innovation is an important symbol to measure the level of development of universities. Research universities are responsible for the cultivation of national innovative talents and the output of scientific innovative achievements. Most research universities have implemented the secondary scientific research management of the university. It is effective to improve the research management level of research universities with such strategies as deepening the reformation of the secondary management system of the university, clarifying the responsibility of scientific research management of the university, promoting the shift-down of the focus on scientific research management and establishing an efficient and refined team of college basic research management.
