我国公共政策执行力的现实困境与突破路径——基于制度分析的视角

摘要
公共政策的执行在整个公共政策运行系统中居于核心地位,一项政策要想实现其最终的决策目标,必须将其付诸实践,而政策执行则是政策付诸现实的唯一渠道。公共政策执行力则是衡量政策执行有效与否的重要指标之一,是政策得以有效实行的关键。当前,我国的公共政策执行力还比较弱,公共政策执行力的弱化严重制约了政策的有效执行。影响公共政策执行力的原因是多方面的,但制度的因素无疑是其中最为重要的原因之一。本文将从制度的视角进行剖析,深入分析制度与政策执行力之间相互地冲突与融合,探究影响政策执行力的诸多制度性因素,进而为提升政策执行力提供合理的路径选择。
The implementation of public policy plays a central role in the whole system of public policy operation,as it is the only channel for a policy to be put into reality to achieve its ultimate goal. And the executive power of public policy is one of the important indicators to measure the effectiveness of the policy implementation,and the key to effective execution of the policy. At present,our country's public policy execution is still relatively weak,which has seriously restricted the effective enforcement of policies. As for its reason,among the various reasons that influence public policy executive power,the factor of system is one of the most important one. From the perspective of system,this article will analyze the conflict and integration of the system and policy implementation,explore the institutional factors that impact it,and finally offer some suggestions to enhance the implementation of the policy.
