公共政策执行力及其影响因素的定量分析:基于海口“双创”的实证

摘要
公共政策执行力的高低决定着国家治理能力现代化进程的快慢,运用定量分析方法评估公共政策执行力并探讨其影响因素,有助于政府了解政策执行的进展情况并有针对性地进行积极干预。本研究以海口"双创"政策的执行为个案,首先借助基于主成分分析(PCA)的模糊综合评价法和全方位考核法对公共政策执行力进行定量评估,继而采用因子分析法对影响公共政策执行力的因素进行定量分析。最后,根据定量分析所得结论,提出要在优化政策质量、提高公务人员素养、寻求公众支持和构建良好执行环境四个方面寻求提升公共政策执行力的有效策略,重点放在执行公信度、执行力度和执行效度三个着力点上。
The execution of public policy decides the speed of national governance modernization. To make prompt evaluation for the execution of public policy and analyze its influencing factors with quantitative analysis can help the government get known the progress of policy execution and give positive intervention purposely. This research takes Haikou"Double Building"as a case, firstly makes quantitative evaluation for the execution of public policy with PCA & FUZZY and 360 Feedback, and then makes quantitative analysis for its influencing factors. Finally it proposes valuable strategies on quantitative results to enhance public policy execution, including four aspects such as optimizing policy quality, enhancing public servants capabilities, obtaining public support and constructing good executing environment, with emphasis on three points of executive credibility, executive strength and executive validity.
