公共政策执行力定量评估:价值与方法探论

摘要
公共政策执行力的高低是影响公共政策实施效果的核心要素。将公共政策执行力定量评估的结果纳入政府绩效评估内容,不仅可以通过总体评价数值直观地反映公共政策执行力水平,还能通过分析每个层级指标的得分情况寻找提升公共政策执行力的突破口。对公共政策执行力进行定量评估时,要注意定性与定量相结合,选取具有代表性的案例,构建科学的评估指标体系,并且客观对待、合理应用最终的评价结果。
The level of public policy execution is the core factor that affects the effect of public policy implementation. If the results of quantitative evaluation of public policy implementation are incorporated into the content of government performance evaluation,the level of public policy execution can not only be reflected intuitively through the overall evaluation value. By analyzing the score of each index,we can find a breakthrough to improve the implementation of public policy. In the quantitative evaluation of public policy execution,we should pay attention to the combination of qualitative and quantitative analysis,select representative cases,construct a scientific evaluation index system,and treat it objectively and apply the final evaluation results reasonably.
