城市公用事业中PPP项目何以成功——基于国家PPP示范项目的多案例分析

摘要
本文基于14个国家PPP示范项目进行多案例研究,以解释城市公用事业中PPP项目成功运行可能存在的影响机制。研究发现:精细化的风险分担结构以及与需求匹配的利益分配结构是影响PPP项目能否成功的重要内生性因素;而基于部门间横向合作的政策网络结构和基于上下级政府纵向响应的政策扩散结构则是其重要的外生性因素。在其影响机制中,风险收益结构对于PPP项目能否成功发挥至关重要的核心作用,而政策网络结构则在其中发挥辅助作用。
Based on fourteen PP P demonstration projects,we conduct a multi-case study to explain that how the PPP model can be successful.We find that both the refined structure of risk allocation and the distribution structure of benefit,which match with the demand,are important and endogenous factors that influence the result of the PPP projects.Besides both the institutional collaboration network structure,which based on horizontal department and the institutional proliferated network,which based on the portrait response,are important and exogenous factors that influence the result of the PPP projects.In the impact mechanism of the result of PPP projects,the structure of the risk and benefit paly a crucial role and the institutional network structure plays an auxiliary role.This study provides a possible reference for the actual practice of PPP project in the future.
