公用事业信用信息采集中的问题及路径选择

摘要
公用事业信用信息是中国人民银行征信系统非金融信用信息的重要门类,也是信贷信息的重要补充,在提升金融普惠性、发展全面征信和推动社会信用体系建设等方面具有重要意义。分析公用事业信用信息采集现状及存在的问题,提出公用事业信用信息采集的路径选择:明确定位,健全法律制度体系;立足需求,实现互利共赢;因行施策,丰富采集模式;创新渠道,破除技术难题;增加经费支持,弥补采集成本;注重宣传,健全权益保护机制。
Public utility credit information is an important category of non-financial credit information of the credit reporting system of the People's Bank of China, which is an important supplement to the credit loan information and plays significant role in enhancing financial inclusion, developing comprehensive credit reporting, and promoting the construction of social credit system, etc. By analyzing the status quo and current problems of the collection of publicity utility credit information, this article puts forward the recommended path selection for credit information collection: clarifying the positioning and improving the legal system; focusing on demand to achieve mutually beneficial effect; implementing policies based on the industry to enrich the collecting models; innovating collecting channels to solve technical problems; increasing funding support to make up for collecting cost; stepping up publicity efforts to improve the protection mechanism of the credit information subjects' rights.
