社会治理视域下的基层警务工作职能研究
摘要
打造共建共治共享的社会治理格局需要全社会的共同参与,基层警务工作在社会治理重心向基层下移的过程中将发挥关键性作用。在此过程中,理清基层警务工作的职能有着非常现实的意义,既可以充分发挥其应有的行政管理、公共服务、组织管理的职能,也可以防止其职能的泛化,产生消极影响;同时,需要对其职能进行优化,从法律法规、技术层面进行确认,进而进行职能控制,尤其是对其服务职能要给予限制,确保其履行最重要社会治理职能。
Establishing a social governance model which based on participation,collaboration and common interests requires the participation of the whole society. Grass-roots policing work will play a key role in the process of shifting the focus of social governance to the grass-roots level. In this process,clarifying the functions of grass-roots policing has great practical significance. It can not only give full play to its functions of administration,public service,organization and management,but also prevent the generalization of its functions and bring about negative effects. At the same time,it is necessary to optimize its functions,confirm from the laws and regulations,technical level,and then control the function,especially its service function. Finally to ensure that it performs the most important social governance function.
