海绵城市目标下开放街区建设与雨洪管理研究——以唐山市鹭港社区为例

摘要
当今城市化进程不断加快,洪涝灾害频发和交通拥堵成为两大重要的城市问题。近些年所推行的海绵城市建设,开放街区建设,为这两大问题提供了解决方案。特别是随着《城市居住区规划设计标准》GB50180-2018的出台,将开放街区建设与海绵城市建设写入居住区规划设计标准,为相关城市建设理念落实到实际规划与建设工作中提供了依据与保障。将海绵城市的雨洪管理与开放街区规划相结合,使海绵城市原则应用于街区单元,建设海绵式开放街区是未来城市发展的方向。本文将以唐山市鹭港社区为例对开放街区规划建设与雨洪管理的相关问题进行探讨。
Nowadays, with the acceleration of urbanization, frequent flooding and traffic congestion have become two major urban problems. In recent years, sponge city construction and open block construction have provided solutions to these two problems. Especially with the publication of "Standards for Planning and Design of Urban Residential Areas" GB50180-2018, the construction of open blocks and sponge cities are included in the planning and design standards of residential areas, which provides the basis and guarantee for the implementation of relevant urban construction concepts into the actual planning and construction work. Combining the stormwater management with the planning of open blocks, applying the principle of sponge city to block units, and building sponge open blocks is the future direction of urban development. Taking Lugang Community in Tangshan City as an example, this paper will discuss the related issues of planning and construction of open blocks and storm water management.
