我国农业水利工程运营绩效评价研究——基于省际面板数据

摘要
为了提高农业水利工程运营效率,采用25个省(市、自治区)的面板数据,分别利用超效率DEA模型和Malmquist指数法测算了全国25个省(市、自治区)的农业水利工程运营绩效,分析了农业水利工程运营绩效的影响因素。结果显示:东部沿海省(市、自治区)农业水利工程运营绩效远高于西部各省(市、自治区),地区间农业水利工程运营绩效差异较大;东部各省(市、自治区)存在水利工程建设投资规模效率下降的趋势,西部各省(市、自治区)存在水利工程建设投资规模效率上升的趋势;纯技术效率的提升推动了农业水利工程运营绩效的提升,而技术进步是农业水利工程运营绩效提升的主要因素,由此,建议继续加强西部基础设施建设,并细化东部水利工程建设投资方向。
        In order to improve the performance of agricultural water conservancy projects,the super-efficiency DEA model and the Malmquist index are respectively employed to calculate the operational efficiencies of agricultural water conservancy projects in 25 provinces( cities) in China by using their panel data,and the influencing factors for the operational efficiencies of agricultural water conservancy projects are analyzed. The results show the operational efficiencies of agricultural water conservancy projects in the eastern coastal provinces are much higher than those in the western provinces,and they have great differences among various regions. There is a decreasing trend of scale efficiency of water conservancy construction investment in the eastern provinces and an increasing trend in the western ones.The improvement of pure technical efficiency has promoted the improvement of the operational efficiencies of agricultural water conservancy projects,and the technological progress is the main factor to improve the operational efficiencies of agricultural water conservancy projects. Therefore,we should continue to strengthen infrastructure construction in the western areas and refine the direction of water resources investment in the eastern areas.
