摘要

科研经费"放管服"改革是深入推进科技体制改革,激发科研创新活力的重要内容。文章分析科研经费"放管服"改革的具体内容和落实难点着眼,从内部控制的视角和维度探讨科研院所科研经费"放管服"的改革对策,确保下放的管理权限"接得住、管得好"。
        The reform of scientific research funds "delegate power, improve regulation and upgrade services" is an important part of deepening the reform of science and technology system and stimulating the vitality of scientific research. This paper analyzes the specific contents and difficulties of the reform of scientific research funds. From the perspective and dimension of internal control, this paper discusses the reform countermeasures of the scientific research funds of scientific research institutes, which is to ensure that the delegated management authority can be "Good catch, good management".
