广西农村宅基地流转的现状问题与解决对策研究

摘要
农村宅基地制度改革是中国"乡村振兴战略"提出的农村土地制度改革的重要内容。一直以来,受流转和退出机制缺失、流转市场发育不充分等原因影响,中国广大农村地区农村宅基地的流转被局限在村集体内部,难以像国有建设用地一样在更大的市场范围、更有保障的实现更高价值的盘活和利用,也无法让土地拥有者借助土地流转收获更高的财产效益,因此农村宅基地和农民房屋的管理亟待改革。文章以广西为研究对象,对当前广西农村宅基地流转的现状问题、影响因素、流转各方交易意愿等进行了详细分析,在归纳总结国内15个县(市、区)农村宅基地制度改革试点经验的基础上,从产权登记、对策制定、市场培育、试点开展、市场管理5个方面,提出了促进农村宅基地流转的对策建议。
        Rural homestead system reform which is proposed by the National Rural Revitalization Strategy is an important part of the rural land reform system.For a long time,due to the lacking of circulation and withdrawal mechanism and the insufficient development of the circulation market,the circulation of rural housing sites in vast rural areas of China has been confined within the village collectives.Compared to state-owned construction land,it is difficult to achieve higher value of revitalization and utilization in a larger market.It cannot make land-owners harvest higher property benefits by means of land conversion as well.Therefore,the management of rural homestead and peasant houses needs to be reformed urgently.Taking Guangxi as the research object,this paper makes detailed analysis of the current situation,influencing factors and the willingness of all parties involved in the circulation of rural residential land in Guangxi.Based on summarizing 15 domestic counties'(cities,districts)rural land system reform pilot experiences,the countermeasure suggestions in terms of the rural land circulation are proposed from five aspects,which includes property rights registration,countermeasures formulation,market cultivation,pilot development,and market management.
