论新型职业农民培育与农民启蒙——以乡村振兴为视角的考察

摘要
《关于实施乡村振兴战略的意见》要求在乡村振兴中坚持农民主体地位,激发农民的积极性、主动性和创造性。实施新型职业农民培育工程作为乡村振兴战略的任务,也应该坚持农民主体地位,发挥农民的主体性作用。新型职业农民培育与农民启蒙是相辅相成、双向互促、并行不悖的关系。因此,新时代实施新型职业农民培育工程,应该重视农民启蒙,并将其渗透、溶入培育过程始终。在新型职业农民培育过程中应该坚持"有蒙共启"的原则,努力将实现乡村全面振兴的现代农业、民主政治、乡村文化、生态文明、社会保障等新时代的思想观念传输给农民,从而实现新型职业农民培育与农民启蒙的双赢,有力推进乡村振兴战略的实施。
Opinions on Implementation of Rural Revitalization Strategy established the subjectivity of farmers in the rural revitalization to inspire the farmers' enthusiasm, initiative and creativity. As the mission of rural revitalization strategy, the cultivation of new professional peasants should also uphold and give full play to the farmers' subjectivity. The cultivation of new professional peasants and the enlightenment of peasants are complementary and mutually promoted. Therefore, in order to carry out the project of cultivating new professional farmers in the new era, we should attach importance to the enlightenment of farmers, and infiltrate and integrate it into the cultivation process all the time. We should adhere to the principle of "common enlightenment of peasants", and try to transmit the ideas of modern agriculture, democracy, rural culture, ecological civilization and social security to peasants to realize a win-win situation for cultivation of new professional peasants and enlightenment of peasants and to push forward the implementation of rural revitalization strategy.
