浅议我国钾肥工业可持续发展与境外钾肥基地建设

摘要
本文从我国钾产业的可持续发展出发,分析了我国可溶性钾资源紧缺、探明的钾盐资源以盐湖卤水为主、具有优良的开发特性和动态活矿特性、在技术进步的推动下钾肥工业实现重大突破、自给率超过50%、我国已成为世界钾肥贸易价格洼地的现状;指出我国钾肥工业还存在自身竞争力弱、易采资源储量不足、开采成本不断上升、境外钾肥基地建设成效不大等诸多问题;提出了加大勘查投入、稳定保证国产钾肥自给率、持续维持价格洼地,继续实施扶持国产钾肥发展的优惠政策、保障国产钾肥竞争力,加快境外钾肥基地建设、实现双轮驱动、巩固国内价格洼地等政策措施。
Based on the sustainable development of the potash industry in China,this paper analyzes the present situations of shortage of soluble potassium resources in China,the proved potassium resources being mainly salt lake brine,with excellent development characteristics and dynamic characteristics of live ore,the potash industry having achieved a major breakthrough under the promotion of technological progress,the self-sufficiency rate exceeding 50% and China having become the world potash trade price depression.It is pointed out that China's potash industry still has many problems,such as weak competitiveness,insufficient reserves of recoverable resources,rising mining costs and little effect of overseas potash bases among others.Some policy measures are proposed,such as increasing the investment in exploration,stabilizing the self-sufficiency rate of domestic potash fertilizer,maintaining the "price depression",continuing to implement preferential policies to support the development of domestic potash fertilizer,ensuring the competitiveness of domestic potash fertilizer,accelerating the construction of overseas potash bases,realizing the two-wheel drive and consolidating the price depression.
