营商环境优化和高质量发展视角下的政府机构改革:功能定位及路径分析

在经济发展新常态下,优化营商环境和推动高质量发展,作为改革的预设效果之一被写入《中共中央关于深化党和国家机构改革的决定》。政府机构改革能够通过提高市场监管绩效、维护市场自由竞争机制,提升有利于降低市场交易成本的公共服务水平,以助推营商环境的优化和高质量的发展,其具体路径是通过机构改革推进市场监管方式创新,优化市场规则与颁行机构职能,强化市场规则维护与监管机构的职能,整合政府信息公开、"互联网+"与大数据运用机构的职能,缩减行政事务审批机构及队伍。
Under the new normal of economic development, optimizing the business environment and promoting high-quality development, as one of the pre-set effects of the reform, was written in the "CPC Central Committee′s Decision on Deepening the Reform of the Party and State Institutions." Government institutional reform can promote the optimization of the business environment by improving market supervision performance, maintaining market free competition mechanism and improving the public service system that is conducive to reducing market transaction costs. The specific path is to promote market regulation and innovation through institutional reform. Market rules research and the functions of the issuing institutions, strengthen the institutional functions of market rules maintenance and supervision, integrate the functions of government information disclosure, Internet + and big data application agencies, and reduce the administrative examination and approval institutions and teams.
