摘要
绩效评价是新时代高等教育发展的客观要求,是高校提高办学效能的现实需要,是国内外高等教育评估的普遍趋势。作为高校各项职能的具体承担者,二级学院是实现高校战略规划与发展目标的中坚力量。为了进一步激发二级学院办学活力,提高办学效能,我国高校探索性地推行了二级学院绩效评价制度。以H高校为例,构建了高校绩效评价的指标体系,并对二级学院绩效评价的组织、过程及存在的问题与解决对策进行了探讨,冀盼为我国高校二级学院绩效评价改革提供参考。
Performance evaluation is the objective requirement of the development of higher education in the new era,the realistic need of improving school-running efficiency in colleges and universities,and the general trend of higher education evaluation at home and abroad.As the implementation departments of functions of colleges and universities,secondary colleges have been the core to realize the strategic planning and development goals.In order to further stimulate the vitality of secondary colleges and improve their efficiency in the new era,universities have explored the implementation of the performance evaluation system of secondary colleges.Taking the university H as an example,this paper probes into the construction of indicator system of performance evaluation in colleges and universities,and discusses the organization,process,problems and countermeasures in the performance evaluation,so as to provide reference for the reform of performance evaluation in secondary colleges of colleges and universities in China.
