安全监察双效能模式的研究与应用

摘要
为提高安全监察效能,规范安全监察行为,枣庄矿业(集团)付村煤业有限公司安监处突出监察和服务2个效能,探索安全监察双效能模式建设。通过赋予安监人员权利,明确行为准则,完善安全监察网络,严格落实"首问制、复命制、问责制"三制工作闭环管理,加强了安监队伍建设,强化素质提升,建立服务机制,严守3条防线,把服务挺在监察的前面;强化现场动态管控,推进安全风险分级管控和隐患排查治理智能双控系统,实现了服务监察双重功效。
To improve the efficiency of safety supervision and regulate the behavior of safety supervision, the safety supervision department of Fucun Coal Industry of Zaozhuang Mining(Group) has highlighted the effectiveness of supervision and service, and explored the construction of double-efficiency mode of safety supervision. By empowering safety supervisors, clarifying codes of conduct, improving safety supervision networks, and strictly implementing the closed-loop management of "the first asking duty system, the second reporting task system, and the third accountability system", the construction of safety supervision teams has been strengthened, quality has been enhanced, and service mechanisms have been established. We have strengthened dynamic onsite management and control, and advanced an intelligent dual control system for safety risk management and control by classification and hidden dangers investigation and management, thus achieving the dual function of service supervision.
