恐怖主义威胁的防范与处置

摘要
随着我国主场外交活动增多,大型活动安保中对于恐怖主义威胁的分析、预警与防范愈加重要。对欧美国家两年来发生的多起恐怖主义袭击事件进行梳理,构建分析框架,重点研究恐袭的主体、袭击方式、目标、时间、区域等规律特点,评析欧美国家在安防方面的优势与不足,对我国的大型活动以及重点区域的安保工作具有极为重要的启示和借鉴意义。在大型活动安保中,只有具有风险意识与底线思维,充分运用大数据、人脸识别、太赫兹等先进技术,以合成作战理念为指导,加强对重点人员、重点目标和重点区域的管控,切实落实人防、物防与技防相结合,方能有效防范、化解恐怖主义威胁。
With the increase of China's home diplomatic activities, the analysis, early warning and prevention of terrorist threats are more and more important in the security work of large-scale activities.This paper is intended to review several terrorist attacks in European and American countries in the past two years, build an analytical framework, focus on main body, attack mode, target, time, region and other regularities and characteristics of terrorist attacks, analyze the advantages and disadvantages in security and prevention of European and American countries, which has extremely important warning and reference significance in security work in large-scale activities and in key areas. In security work of large-scale activities, we shall equip ourselves with risk awareness and bottom-line thinking, make full use of big data, face recognition, terahertz and other advanced technologies, guided by the concept of synthetic combating, strengthen the control of key personnel, key targets and key areas, and implement the combination of civil defense, physical defense and technical defense in order to effectively prevent and eliminate terrorist threats.
