2015年新疆疾病预防控制机构运行现状分析

摘要
目的了解新疆各级疾病预防控制机构(简称疾控机构)运行现状和存在的问题,为政府合理配置资源提供科学依据。方法收集中国疾病预防控制基本信息系统中2015年新疆各级疾病预防控制机构基本信息数据,包括人力资源、仪器设备、检验能力和房屋建设并与国家标准进行比较。结果新疆各级疾控机构人员年龄集中在35岁~和45岁~组,分别占40.51%和34.64%;以大专学历(39.89%)和初级职称为主(41.33%);自治区级、地(市)级和县(区)级三级疾控机构仪器设备平均数分别为1 246台/件,141台/件和54台/件,地(市)级和县(区)级均低于国家标准;三级疾控机构检验能力为225项、99项和34项,分别达到国家标准的58.13%,43.80%和28.81%;人均建筑面积为92 m2,71 m~2和59 m~2,达标率分别为100.00%,57.14%和39.36%;实验室建筑面积占疾控机构总面积的比例分别为30.45%,33.23%和30.84%,4家地(市)级、37家县(区)级达到国家标准。结论新疆自治区级疾控机构人力资源配置、仪器设备和检验能力均已达标,但地(市)级、县(区)的人力资源配置结构不合理、检验能力有待加强,应争取政府的重视和投入,加大人才培养和能力建设,逐步提高各级疾控机构履行公共职能的能力。
        objective To understand the operating status and existing problems in institutions of disease control and prevention at different levels in Xinjiang, provide basis for government making scientific decision on resources allocation. Methods Basic information(human resources, instruments and equipments, test capacity and building construction) of Xinjiang institutions of disease control and prevention at different levels in 2015 was collected from China Basic Information System for Disease Control and Prevention and compared with the national standard. Results The age of personnel in the institutions at different levels concentrated mainly in age groups of 35-year-(40.51%) and 45-year-(34.64%), with the dominance of college degree(39.89%) and primary title(41.33%). The amount of instruments and equipments of provincial, prefectural(municipal) institutions and the institutions of county level was respectively 1 246, 141 and 54 in average, and the amount of the prefectural(municipal) and the institutions of county level lower than the national standard. The test capacity of the institutions at three levels mentioned above was respectively 225, 99 and 34 items in average, achieving 58.13%, 43.80% and28.81% of the national standard. The average gross floor area per capita in the institutions at three levels was 92, 71 and 59 m~2 averagely; there were 57.14% of the prefectural(municipal) and 39.36% of the institutions of counties met the national standard. In total construction area, the building area of laboratory in the institutions occupied 30.45%, 33.23% and 30.84%,respectively; and 4 of the prefectural(municipal) and 37 of the counties met the national standard. Conclusions At the provincial level, the institutions of disease control and prevention achieve the national standard of human resources, instruments and equipments and the test capacity. The human resources allocation is irrational and the test capacity needs to be enhanced in the prefectural(municipal) and the institutions of counties. Great attention and investment from the governments should be gained for personnel training and capacity building to improve the ability of public functions performance of the institutions at all levels.
