推进天津市农业绿色转型发展的问题研究

摘要
天津市农业绿色发展对于改善生态环境、深化农业供给侧结构改革和实施乡村振兴战略具有重要的战略意义,同时也是践行绿色发展理念的重要举措。本文全面总结了近年来天津市在推进农业绿色发展方面取得的成就,高度重视农业资源保护和节约利用,使绿色发展理念得到深入贯彻,农业投入品的使用效率和绿色农产品供给能力不断提升,农业废弃物治理成效显著;同时指出了转型发展中面临的困境,包括农业资源约束仍不同程度存在,科技、人才支撑体系不完备,种养结合等循环发展机制不健全;并从健全农业绿色发展的体制机制、强化资源的利用和保护、加强产地环境治理、完善科技和人才支撑体系等方面提出了相关对策。
The green development of agriculture in Tianjin is of great strategic significance for improving the ecological environment,deepening the structural reform of agricultural supply-side and implementing the rural vitalization strategy.It is also an important measure to practice the concept of green development.This paper comprehensively summarized the achievements in promoting the green development of agriculture in Tianjin,which included paying high attention to the conservation of agricultural resources,implementing the concept of green development thoroughly,improving the utilization efficiency of agricultural inputs and the supply capacity of green agricultural products continuously,and strengthening the effect of agricultural wastes management remarkable.Meanwhile,the difficulties faced in the transformation and development were pointed out,including the agricultural resource constraints still existed,science and technology supporting system was not complete,and the recycling development mechanism such as the combination of planting and breeding was imperfect.Finally,the paper put forward the countermeasures from such aspects as perfecting the system and mechanism of green development of agriculture,strengthening the utilization and protection of resources,and also the environmental management of producing area,improving the support system of science and technology and talents.
