水库移民社区治理的政策表达及其解构

摘要
长期以来,水库移民社区治理问题处于政策边缘。但通过梳理相关政策文本可发现,政策表达中的水库移民工作思路逐步由"重工程"向着"重移民"渐进转向,在不同阶段突显了解决基本温饱、维护社区稳定、推动综合发展的国家意图,并从人力投入、资金供给和政策统筹等方面对水库移民社区的建设、发展及治理提供支撑。导向鲜明、配套完整的政策体系不仅改变了水库移民社区治理事项的顺序排列,而且重塑了政府、市场、社区与移民等多元主体之间的地位关系及其行动逻辑。对此,既需从政策设计一端细致区分水库移民社区的行政功能与社会功能,也需从政策执行一端完善并优化水库移民社区的外部承接能力和内部治理能力。
For a long time,the governance of reservoir resettlement community is on the verge of policy.However,it can be found that through analysis of relevant policy texts,the working idea of reservoir resettlement in the policy expression gradually turns to the "focus on resettlement" from the "focus on engineering".It highlights the national intentions for providing reservoir resettlement people with basic food and clothing,maintaining community stability,and promoting the comprehensive development. It also provides the support for the construction,development and governance of reservoir resettlement community from the aspects of human investment,fund supply and policy as a whole. The complete policy system with distinct guide can not only change the order of reservoir resettlement community items,but also reshape the position relationship among multiple subjects like the government,market,community,and migrants as well as its action logic. Therefore,the administrative function and social function of reservoir resettlement community shall be carefully distinguished from the perspective of policy design,meanwhile the external acceptance capacity and internal governance capability of reservoir resettlement community shall also be improved and optimized from the perspective of policy implementation.
