制度均衡视域下我国行政制度的历史演化与路径选择

制度均衡理论为我们更好地分析我国行政制度的变迁和演变奠定了重要的理论前提,从均衡理论的视角来看,我国行政制度的演化可以看作是均衡——非均衡——再均衡的循环。作为这一循环的最终归属,行政制度均衡体现在结构层面、行为层面和系统层面:结构层面即正式制度与非正式制度的均衡,行为层面即行政制度和行为主体互动的有机统一,系统层面即行政制度与外界环境、与政治制度、经济制度等其他制度之间的均衡。在当代中国和谐社会构建中,实现以现代治理体系为基础的行政制度的结构均衡、中国传统文化与现代公民精神的价值均衡、创新治理理念与深化政府改革的行为均衡、建立高效政府与维护社会正义的系统均衡是在中国实现行政制度均衡的创新路径。
The theory of institutional equilibrium has laid an important theoretical premise for us to analyze the change and evolution of our administrative system better. From the perspective of equilibrium theory,our administrative system can be regarded in its evolution as an equilibrium-nonequilibrium-re-equilibrium cycle.As the fate of this cycle,the equilibrium of the administrative system is embodied in the structure level,the behavioral level and the system level; the structure level means the balance between the formal system and the informal system; the behavioral level refers to the organic unity of the interactions between the administrative system and the behavior subject; the system level is the balance between the political system and the external environment,the political system and the economic one and other systems. In the building of harmonious society in contemporary China,the innovative path to governance institutional balance is to realize the structure balance of the administrative system based on the modern governance system,the balance of Chinese traditional culture and the value of modern citizenship,the equilibrium of the innovative governance concept and the deepening of the government reform behavior,as well as the balance between the building of efficient government and the maintenance of social justice.
