制度均衡及其有效性分析——基于制度供需理论的视角

摘要
通过对制度需求因素和制度供给因素及其变化的分析,描述了制度需求和制度供给曲线,并以此构建了制度均衡的静态和动态模型,初步分析了制度均衡过程呈现的特征和制度变迁所经过的阶段。这为完善政府制度供给,促进制度均衡和有效提供了分析思路:明确政府制度供给边界;增强政府供给的时效性;提高政府制度供给的生产性效率。
Through the analysis of the factors of institutional demand, institutional supply and their changes,this paper describes the curve of institutional demand and institutional supply, and further constructs the static anddynamic models of institutional equilibrium, and preliminarily analyzes the characteristics of the process of institu-tional equilibrium and the stages of institutional change. This provides the following analysis ideas for perfecting thesupply of government system and promoting the balance and effectiveness of the system: first, defining the boundaryof government system supply; second, enhancing the timeliness of government supply; third, improving the produc-tive efficiency of government system supply.
