摘要
售电侧放开后,售电公司大量涌现并相互竞争,电力客户面临多样化供电选择。优质的供电服务是售电公司开拓市场和在竞争中取胜的根本,也是电力客户发挥自主选择权利的关键因素。本文首先分析售电公司的概念、类型和供电服务的内涵,构建新电改下售电公司供电服务质量评价体系;然后基于BPNN实现下层评价系统自适应评价,基于TOPSIS实现供电服务质量综合评价;最后通过实例分析证实该体系和方法具有一定有效性,并对售电公司的供电服务和长期发展提出一定建议。
        After the open of electricity retail market,a large number of electricity retail companies arise and compete with each other. As a result,power users face a wide variety of electricity supply options. The high-quality electricity supply service is not only the basis for an electricity retail company to expand its market and win in competitions,but also the key factor for power users to exercise their own rights to choose. In this paper,the concept and types of electricity retail companies and the connotation of electricity supply service are analyzed at first,and a quality evaluation system of electricity supply service by electricity retail companies under the new power reform is established accordingly.Then,the self-adaptive evaluation by the lower-level evaluation system is realized based on back propagation neural network(BPNN),while the comprehensive quality evaluation on electricity supply service is realized based on the technique for order preference by similarity to an ideal solution(TOPSIS). Finally,the effectiveness of this system and the corresponding method is verified through the analysis of a practical example;in addition,some suggestions on the electricity supply service by electricity retail companies and the long-term development are put forward.
