美国进出口动物及动物产品检疫收费制度

摘要
在美国,进出口动物及动物产品检疫工作是一项有偿服务,提出动物及动物产品检疫的需求方都应向检验、隔离及出证服务的提供方支付相应的劳务费用。美国检疫收费的范围主要包括实验室检测、隔离检疫、签发进出口卫生证明和提供技术培训等4类。检疫收费采取谁受益谁付费、动态调整、按工作量计费、按工作时间计量和按工作类型划分等方式。美国的进出口动物及动物产品检疫收费制度,有助于提升检疫设施运行能力,并促进检疫技术水平的提高。
In America,inspection and quarantine of animal and animal products is one kind of paid service,people who need such service should pay corresponding labor costs to the service providers. The charge items include laboratory diagnosis and detection,inspection and quarantine,issuing hygiene certificates for entry-exit goods and providing technical training. At present,there are charge modes as follows,consisting of the benefited parties paying fees,adjusting payment standards in view of different conditions,calculating the charges according to the workload,working time or job type. As a conclusion,the mentioned charge system of inspection and quarantine can help to improve the operation capacity of quarantine facilities and to enhance the quarantine level.
