适应科技智库创新政策研究需求的政策内容分析框架探究

摘要
创新政策研究是科技智库的重要职能,其政策研究需求主要涉及两个方面:面向政府的政策评估反馈和面向科技工作者的政策服务。结合创新链相关理论,提出以满足科技智库对创新政策研究为目标的政策内容分析框架。之后,提出该框架下开展政策内容分析的流程及方法。最后以《中共中央、国务院关于深化体制机制改革加快实施创新驱动发展战略的若干意见》为例进行实证分析,以验证分析框架的可行性和有效性。结果显示该框架可以把握政策内容结构特点、政策结构的合理性、政策内容与政策目标的一致性,满足对政府的政策评估反馈;可以把握政策内容的侧重点,提供面向不同科技人员的有针对性的政策服务。
The research of innovation policy is an important function of scientific and technicalthink tank, and itsneedof policy research mainly involves two aspects: evaluation feedback for government policy and policy service for scientific and technical personnel. Based on the research of theory of innovation chain and research methods of innovation policy, this paper constructs the framework of innovation policy content analysis based on innovation chain. And then, the Analysis process and method under the framework is put forward.Then, the paper take "Certain Opinions on deepening the reform of institutional mechanisms to accelerate the implementation of innovation-driven development strategy issued by the Central Committee of the CPC and the State Council" for example to conduct empirical analysis. Through the empirical analysis, it is found that the framework provides a more comprehensive analysis of the content and structure of innovative policies.
