矿产资源开发与村镇用地布局的协同规划模式研究

摘要
矿产资源开发和村镇规划在行政管理体制上互相分离,为了能够使各自规划达到最优,不能保证整体协同,基于协同学、可持续发展和系统规划理论,采用文献综述法、对比分析法等总结了现行我国矿业村镇布局的主要模式,主要包括异地搬迁-原地复垦模式、中心集聚-分散拆并模式、矿区集中-村镇矿化模式、保村开采-矿村联动模式、原址滚动-垦后再用模式,分析了传统模式中存在的不协调性问题,提出矿地节衡和区位优化两种适应于矿产资源开发与村镇用地布局协同规划的模式,从内涵、特征和运行流程等方面对其进行了论述。
Mineral resources development and planning of village and town are separated from each other in the administrative management system.In order to make their respective plans optimal,overall coordination cannot be guaranteed.Thus,based on the theories of synergetics,sustainable development and system planning,this paper summarizes the main modes of China mining villages and towns by adopting literature review and comparative analysis methods,mainly including the relocation of different areas-the original land reclamation mode,central agglomeration-dispersed and dismantling mode,mining area concentration-village mineralization model,village mining-mining village linkage model,original site rolling-post reclamation mode.Through the analysis of the inconsistencies existing in the traditional modes above,this paper proposes two synergetic planning modes of conservation and balance of mining land as well as location optimization,and also discusses them in terms of connotation,feature and operational process.
