摘要
目的:评价2012-2017年湖北省中医医院中医药人员配置的公平性。方法:借助卫生资源密度指数指标、洛伦兹曲线及基尼系数等方法,从人口、地理维度对湖北省中医医院中医药人员配置公平性进行测量与分析。结果:2012年、2015年与2017年湖北省中医医院中医药人员按人口分布的基尼系数分别为0.0871、0.0892和0.0868;2012年、2015年与2017年按地理面积分布的基尼系数为0.3002、0.2802和0.2775。结论:湖北省中医医院中医药人员按人口配置的公平性优于地理公平性;地区间中医药人员资源配置差异显著;政府应大力发展区域中医药事业,缩小区域间的差距。
Objective: To evaluate the fairness of TCM personnel allocation in HuBei TCM hospitals from 2012 to 2017. Methods: Using the methods of health resource density index, lorenz curve and Gini coefficient, the fairness of TCM personnel allocation in HuBei TCM hospital was measured and analyzed from population and geography. Results: In 2012, 2015 and 2017, the Gini coefficient of TCM personnel in Hubei hospitals of traditional Chinese medicine according to population distribution was 0.0871, 0.0892 and 0.0868, respectively. In 2012, 2015 and 2017, the Gini coefficient distributed by geographical area was 0.3002, 0.2802 and 0.2775. Conclusion: The fairness of TCM personnel allocation by geographical area in Hubei traditional Chinese medicine hospital is lower than that by population allocation. There are obvious differences in the allocation of TCM personnel resources in different regions. The government should vigorously develop regional TCM undertakings and narrow the gap between regions.
