基于VFM的基础设施PPP项目治理绩效改善研究

摘要
针对我国基础设施PPP项目快速发展又问题频发的现象,本文在分析PPP项目治理绩效概念的基础上,探索了基于VFM的PPP项目治理绩效改善途径。从治理主体内部激励、治理主体声誉激励、社会资本部门报酬激励和协作程度制度激励四个角度分析了激励途径,并提出了基础设施PPP项目治理绩效改善的建议。
Based on the status of rapid development and frequent problems for PPP infrastructure projects, this study analyzes the concepts of PPP project governance performance and explores ways to improve the governance performance of PPP projects based on VFM.In addition, incentive measures including internal incentive, reputation incentive, compensation incentive of private sectorss, system incentive of cooperation degree, are proposed and implementation suggestions are offered to improve the governance performance for infrastructure PPP projects.
