“协同政府”:公共管理改革的新趋势

摘要
协同失灵问题是各国政府部门面临的永恒挑战之一。随着社会发展,公共问题事务变得日益复杂,对于政府部门协同提出了更高的要求。面对新的形势和要求,国外学者将关注的目光从新公共管理逐渐移向了以部门合作为目标的协同政府研究。文章对国外协同政府相关文献进行了梳理,从协同政府的内涵、背景、维度、机制、途径等方面进行初步综述。研究发现,协同政府是个综合性的概念,它包含多种协同维度和机制。协同政府的实现需要多种基本要件和解决多重阻碍。正确认识协同政府的多面向特征,对于协同失灵问题的解决具有一定的借鉴和启示意义。
