军民融合背景下我国金属材料标准融合发展浅析

摘要
在军民融合上升为国家战略的背景下,军民融合标准化建设具有重要意义,材料标准化已成为标准化军民融合的发展重点。以金属材料标准为例,深入分析我国标准现状以及存在的问题,探索军民融合背景下通用性标准建立的方法,为我国军民融合背景下材料标准融合发展提供新思路。研究发现我国现行金属材料标准存在数量大、行业级以上标准少,标准体系不完善,标准不通用,关键材料生产过程控制标准缺失等问题。建议通过建立主干材料技术与管理标准体系,进行主干材料标准化顶层设计,通过整合修订现行标准形成主干材料通用标准,从而促进主干材料的标准化和通用化,推动主干材料的系列化发展和体系化选用,实现以标准融合推动军民技术融合的目标。
        Military-civilian integration has been upgraded to a national strategy in China.Under this background,the standardization construction is of great significance.The standardization of materials has become the development priority in military-civilian integration.The metal material standard was selected as an example for the deep analysis of current situation and existing problems of the standards in China.The method of establishing general standard under the background of military-civilian integration was explored,which provided a new idea for the development of materials standards under this back ground.It was found that there were some problems in existing standards of metal materials in China,for example,large quantity but with few standards at the industrial level or above,imperfect standard system,non-universal of standards,and lack of standards for production process control of key materials.It was suggested to establish the technological and management standard system for backbone materials,to conduct the standardized top-level design of backbone materials,and to develop the general standards by integration of current standards,to promote the standardization and generalization of backbone materials,thus pushing serialization development and systematic selection of backbone materials,and realizing the goal of promoting military-civilian integration technologies by the integration of standards.
