新时期我国铁路基础设施委外维修模式探析

摘要
近年来,我国铁路建设保持高速发展态势,建立与其特点相适应的基础设施维修体系、科学推进铁路基础设施维修发展将成为保障铁路安全运营迫在眉睫的任务。系统梳理当前我国铁路基础设施维修现状,从社会交易理论角度出发分析我国铁路基础设施委外维修发展路径,研究委外维修模式的主要优势,探索新时期我国铁路基础设施委外维修的原则和范围,并提出推进铁路基础设施委外维修的相关措施,为确保我国铁路基础设施持续安全、提高铁路基础设施维修的效率和效益提供参考。
The recent years have witnessed the continuous fast development of railway projects in China. In this context, the railway sector of the country faces the pressing task to build the corresponding infrastructure maintenance system and advance the development of infrastructure maintenance in a scientific manner in the pursuit of better performance in operation safety. Based on the status quo, the paper analyzes the development path for and the key advantages of the outsourcing of infrastructure maintenance in China. It strives to explore the principles and the scope of such outsourcing and proposes the relevant measures accordingly, so as to ensure infrastructure safety and provide valuable reference for the improvement of efficiency and benefits of infrastructure maintenance.
