摘要
目的:了解吉林省2011-2016年基层卫生技术人员建设与全国平均水平的差距,分析吉林省基层卫生技术人员的结构变迁状况。方法:以全国为参照区,利用偏离-份额分析法测算2011-2016年吉林省基层卫生技术人员的份额偏离分量、结构偏离分量及竞争力偏离分量,分析吉林省基层卫生技术人员的结构变迁状况。结果:2011-2016年吉林省基层卫生技术人员平均增长率为3.0%,总偏离分量、结构偏离分量及竞争力偏离分量值分别为-330.110、24.658和-330.658。结论:吉林省基层卫生技术人员增长量低于全国平均水平;表面看结构配置略有优势,但主要由注册护士结构性优势导致,且内部结构不均衡问题突出;竞争力水平偏低,吉林省基层卫生技术人员综合能力有待提高。
        Objective: To understand the gap of the construction in basic health technical personnel between Jilin Province and the average level of the country in 2011-2016 years,and analyze the structural changes of the basic health technicians in Jilin province. Methods: Referencing the level of the average level of the country,we measured the total deviation component,structural deviation component and competitive deviation component of the basic health technical personnel in Jilin Province in the past 2011-2016 years to analyze the structural changes. Results:The average growth rate of the basic health technicians in Jilin was 3%,and the total deviation component,structural deviation component and competitive deviation component value were-330.110,24.658 and-330.658 respectively in the 2011-2016 years. Conclusion: The growth of the basic health technicians in Jilin was lower than the national average. The structure had a slight advantage on its face,but it was mainly promoted by registered nurses,and the problem of internal structure imbalance was obvious on its fact. The level of competitiveness of Jilin was lower,and the comprehensive ability of the basic health technology personnel in Jilin Province needed to be improved.
