北极原住民的权益诉求——气候变化下北极原住民的应对与抗争

摘要
气候变化对北极的影响日益显著,北极的人类活动也日益频繁。在这样的大环境下,为维护本民族的政治、经济、文化地位,就土地权、环境保护、生计与文化传承和北极治理,作为北极主人的北极原住民提出了权益诉求。北极国家与国际社会对北极原住民的权益诉求日益重视,虽然现阶段维护北极原住民权益的法律制度并未健全,但相关的制度构建正在逐渐完善之中。缔造"和谐北极"需要北极原住民、北极国家与国际社会的共同合作。
Climate change has an increasing influence on the Arctic;and there are more human activities in the Arctic regions.Thus the Arctic Indigenous people,as original residents of the Arctic,claim for rights and interests concerning land property,environment protection,subsistence and culture standing,participation in Arctic governance to maintain political status,economics and cultural inheritance.Arctic countries and international communities are attaching increasing importance to the claims made by the Arctic indigenous people.Policies and regulations are being made to improve the effectiveness of actions in protecting their rights and interests.Collaboration among Arctic indigenous people,Arctic countries and international communities is key to the construction of a"Harmonious Arctic".
