摘要

创新是引领发展的第一动力,创新最重要的是科技创新。全面深入军民融合发展战略,必须把军民融合发展战略和创新驱动发展战略有机结合起来,加快提升国家科技创新水平。国防工业是军民融合发展的重要领域和推动科技创新的重要力量,国防工业的军民深度融合对提升国家科技创新水平可发挥独特的作用。为充分发挥国防工业军民融合发展提升国家科技创新水平的功能,需要强化军民科技创新宏观统筹力度,提高国防工业对国家科技创新参与度,完善军民科技协同创新的政策制度,强化军民知识产权的转化和保护。
        Innovation,whose key lies in technological innovation,is the primary driving force for development. A comprehensive and in-depth implementation of national civil-military integration strategy calls for its organic combination with the innovation-driven development strategy,so as to accelerate the national technological innovation. The national defense industry serves as an important area for civil-military integration and a promoting force for technological innovation. In-depth civil-military integration in national defense industry plays a unique role in enhancing national technological innovation. To give the national defense industry a full play in civil-military integration and in enhancing national technological innovation,it is necessary to strengthen the macro-coordination of civil-military technological innovation,to increase the involvement of national defense industry in national technological innovation,to improve the policy system of civil-military integration and collaboration for technological innovation,and to strengthen the transformation and protection of civil-military intellectual property rights.
