农村低保政策与贫困对象需求的契合度研究

摘要
目前脱贫攻坚已进入关键阶段,如何准确把握扶贫力度来开展政策引导至关重要。本文引用契合度概念,从一致性和互补性两个维度论述农村低保政策与贫困对象需求之间的契合关系,通过建立数理模型,计算二者之间的契合度。并以江西省为例,分析现行农村低保标准与贫困对象需求的契合程度,结果显示:农村低保政策基本满足了贫困对象的最低生活需求,但还不能完全满足其基本生存需求,且其内在效应发挥不明显。对此,应努力提高低保政策的精准性和保障的针对性,推进农村低保制度和扶贫开发政策有效衔接,加强贫困对象的自我救助与诚信低保意识,发展农村贫困对象综合性救助体系。
The fight against poverty has entered a critical stage and how to accurately grasp the intensity of poverty alleviation to carry out policy guidance is crucial.This paper introduces the concept of fit degree to discuss the fit relationship between rural minimum living security policy and the poverty targets from the two dimensions of consistency and complementarity and calculates the fit degree by establishing mathematical model.Taking Jiangxi province as an example,this paper analyzes the compatibility between the current standard of rural minimum living security and the needs of the poverty targets.The result shows that the rural minimum living security policy basically meets the minimum living needs of poverty targets,which cannot completely meet their basic survival needs and its internal effect is not obvious.Therefore,efforts should be made to improve the accuracy and pertinence of rural minimum living security policy and the effective connection between the minimum living security system and the poverty alleviation development should be promoted.Awareness of self-assistance and integrity for the poverty targets should strengthened and comprehensive social assistance system for the rural poverty targets should be developed.
