改革开放40年中国对外贸易发展方式转变政策梳理与启示

摘要
改革开放40年来,中国对外贸易获得了迅猛发展,但与此同时全球贸易环境发生了巨大变化,这要求中国进一步加快对外贸易发展方式转变步伐。20世纪90年代以来,中国政府就已经意识到对外贸易发展方式转变的重要性,并制定出台了一系列方针政策,对中国对外贸易方式转变和对外贸易水平提升起到了重要作用。但这些政策存在相容性与激励性不足或执行力不强等问题,应采取建立健全政策评价体系、以更加完善的竞争政策提高市场主体的规范化水平、通过加大消费者权益保护倒逼企业创新等措施,促进中国对外贸易持续健康发展。
Since the reform and opening-up over four decades, the foreign trade of China has developed rapidly, but the global trade situation has greatly changed, which required China to further accelerate the development mode transformation path of foreign trade. Since 1990s, the Chinese Government has realized the significance of the development mode transformation of foreign trade, and formulated a series of policies and guidelines,which has played an important role in the foreign trade mode transformation and foreign trade level-up of China.However, these policies had problems of insufficient compatibility and motivation or weak execution, we should build and improve the policy evaluation system, raise market bodies normalization level with more perfect competition policy, force enterprise innovation via enlarging consumers' rights protection to improve the healthy and sustainable development of China's foreign trade.
