论两岸社会组织参与社会治理的互动基础

摘要
社会组织根植于基层社会,是社会治理的重要主体和依托。在不同的社会意识形态下,两岸社会组织被赋予了不同的治理内容和参与范畴,但就治理功能而言,它们都是促进社会福利及有效治理社会的重要力量。特别是两岸社会组织共同参与社会治理的基本内核、治理目标和发展空间等方面的共通性,为其破除社会制度与意识形态禁锢而进行交流借鉴奠定了基础。推进新时代大陆社会组织参与社会治理的发展,就必须坚持以推进国家治理现代化为指向,借鉴和吸收一切优秀成果,加快大陆社会组织参与社会治理的深入发展。
Based on grassroots society,social organizations are the significant subjects and foundations of social governance. Due to different social ideologies,cross-Straits social organizations are endowed with different contents and categories,but in terms of function,they are both important forces in promoting social welfare and managing social structures.The commonality in the basic core,governance objective and development space of cross-Straits social organizations between the Chinese Mainland and Taiwan lays the foundation for their communication and exchange,which breaks away from the confines of social systems and ideologies. In the new era,in order to advance the participation of social organizations,it is necessary for social organizations of the Chinese Mainland to remain in the direction of promoting the modernization of national governance,absorb all the outstanding achievements from other societies,and accelerate the in-depth participation in the process of social governance.
Based on grassroots society,social organizations are the significant subjects and foundations of social governance. Due to different social ideologies,cross-Straits social organizations are endowed with different contents and categories,but in terms of function,they are both important forces in promoting social welfare and managing social structures.The commonality in the basic core,governance objective and development space of cross-Straits social organizations between the Chinese Mainland and Taiwan lays the foundation for their communication and exchange,which breaks away from the confines of social systems and ideologies. In the new era,in order to advance the participation of social organizations,it is necessary for social organizations of the Chinese Mainland to remain in the direction of promoting the modernization of national governance,absorb all the outstanding achievements from other societies,and accelerate the in-depth participation in the process of social governance.
